Puerto toyed with the idea of becoming an International airport in 2008, however they have recently rethought the idea and it is "on hold" for now. Puerto Cabezas is a nice little airport, but very heavy on paperwork, and the only services available are baggage handling. There is NO FUEL here. Do not fly in, without enough fuel to fly back out. Perhaps in the future, the government will do something about the fuel situation in Puerto Cabezas. I have been working with them on this problem for many months now.
